Subject of Complaint :BSNL Hungama Deacivation

Complaint Details : Few months back I received a call from hungama.com for movies… about various packages…but i told that I am not interested, but he activated the service on our number and bsnl charged me Rs 400/- for the same. i asked them for the proof for the confirmation but they don’t have anything and disconnected the call without responding back.
1) If it is a private company they are using your data for their business is there any system to check who said yes / no for these kind of services ?
2) Why should a customer suffer from this loss and paying every month for the service that I am not using, Why is no one taking action on this.
It would be great if I really get a response from someone.Thx
